Mr. Akbar is a trained Electrical Engineer with a Master’s degree in Industrial Engineering & Management. He has immense experience in executing Petroleum sector projects with an added advantage of handling Donor agencies funded Projects.
With over 30 years working experience in the oil and energy sectors. He has 24 years overseas experience with Kuwait Petroleum Corporation (KPC) of which last 12 years were as Planning Advisor. Major work included strategic planning and policy, projects and oil sector studies, organizational studies and best practice, performance measurement , supply agreements and pricing (local supply chain and exports), plan development and implementation (upstream, refining, marketing, transportation, logistics, supply allocations, petrochemical integration), market analysis and price projections, freight outlook (chartering rates, tonnage requirements, economics), support to the sales function (market optimization, customer economics, break-even pricing, sales strategies, pricing options), annual Budgets, supply chain optimization and coordination, oil purchases, external crude processing, software applications for optimization and planning, training programs and development of professional staff, etc.
For around 3 years he performed his duties diligently with USAID Islamabad and Mathtech (USAID funded international consulting firm) assigned to the Energy Wing, Ministry of Planning and Development, Government of Pakistan. Major work included coordination of USAID funded projects (institutional strengthening, coal resources, energy conservation, feasibility studies, and commodity assistance) and general support to the Energy Wing (capital programs, plans, policies issues, consultant studies, etc.). Around 3.5 years with ENAR Petrotech Services, Karachi. Major work included energy related studies, development and implementation of software applications (LP models for oil refineries, simulation models, project control networks) and development of an Energy Model for Pakistan on behalf of the Government of Pakistan covering energy demand projections and options for capacity expansion, inter-fuel substitution, energy supply, demand coverage and imports.
